Response

1. Why are CTM the only provider for PCR tests in Scotland for international travel?

The decision was made collectively by Scottish Ministers to use the UK Government contract with CTM to pay for NHS test kits using their portal.

From 04:00 Monday 6 September travellers arriving into Scotland from amber and green list countries will be able to use private test providers for their testing package.

2. Who owns CTM and/or are they affiliated to the Scottish Government/SNP?

With regards to this question, I have broken it down to its constituent parts, in order to answer fully.

Who owns CTM?

Is CTM affiliated to the Scottish Government?
The Scottish Government does hold a contract with CTM to provide some travel services. Further information can be found here: Travel services contract 2019 to 2022 - gov.scot (www.gov.scot)

Is CTM affiliated to the SNP?
Whilst our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

3. What was the tendering process for this contract?
This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested. The Scottish Government does not have the information you have asked for because the UK Government (UKG) led by its Department of Health and Social Care are the principle contract owners and managers of the Managed Quarantine Service (MQS) and its suppliers. The UKG are therefore best placed to provide information in relation to the procurement process adopted in the implementation of CTM’s contract and its delivery.

The Scottish Government does not receive any financial incentive from CTM for test kits paid for through their system. CTM does not receive any financial incentive from the Scottish Government for test kits paid through their system.
