Information request and response under the Freedom of Information (Scotland) Act 2002


Information requested

The date upon which your organisation’s pay remit year commences' and 'for each grade below the Senior Civil Service (SCS) in your organisation, please could you supply:

1. The name by which the grade is known in your organisation.

2. The broad equivalent civil service grade (Administrative Assistant (AA), Administrative Officer (AO), Executive Officer (EO), Higher Executive Officer (HEO), Senior Executive Officer (SEO), Grade 7, Grade 6). This may be multiple if grades have been merged.

3. A brief description of the grade and how it differs from broadly equivalent grades (e.g. National, London, Fast stream, Specialist requiring particular qualifications).

4. The amount and area of any regional pay allowances that are paid on top of basic pay for this grade.

5. The pay range minimum following the 2020 pay award. If the award is still pending, please supply the current minimum and the year to which this relates.

6. The pay range maximum following the 2020 pay award. This may be the same as the minimum. If the award is still pending, please supply the current maximum and the year to which this relates.

7. While progression is subject to pay negotiations each year and is paused for 2021, if the 2020 pay award was repeated, how many years it would take to go from minimum to maximum. Please indicate if the maximum is not achievable if the 2020 progression arrangements were repeated.

Response

As indicated in previous correspondence my answer covers those bodies which fall under the Scottish Government Main (SGM) pay bargaining unit. Staff within these bodies have a common set of terms and conditions, including pay arrangements, and pay is negotiated centrally and applied across all constituent parts of SGM. The bodies forming SGM are detailed at Annex A.

The pay review date for SGM is 1 April. The answers to each of your specific points are:

1. The table below gives the title and details, including min and max, of each SGM pay range (i.e. grade) with effect from 1 April 2020.

2. The broad equivalents of the SGM grading structure to traditional civil service grades is as follows:

  • A3 = AA/AO
  • A4 = AO
  • B1 = EO
  • B2 = HEO
  • B3 = SEO
  • C1 = Grade 7
  • C2 = Grade 7/Grade 6
  • C3 = Grade 6/Grade 5

The SGM pay and grading system has developed since pay was delegated to civil service employers so it is not always possible to draw a direct comparison to previous civil service structures.

3. A copy of the pay and grading benchmark guidance used in SGM is attached at Annex B. You will wish to note that the pay and grading system covers all roles, including those which might be considered as specialist or professional.

4. Staff based in London receive London Allowance of £4,140 per annum.

7. Pay progression, i.e. movement through the pay range towards the maximum by one pay step, was a feature of the SGM 2020 pay award. Pay progression was also included in the interim 2021 pay award.
