Information requested

Under FOI, could you please provide me with details and any copies of all correspondence between the Scottish Government and Uefa, or any representative of Uefa, regarding the proposed capacity for Hampden Park, and any safety measures in place at the venue, for Euro 2020.

This should include all emails, details of phone calls, meetings and any records of them, of any discussions around the Hampden Park's capacity.

Please also include any correspondence about the plans for the stadium (i.e capacity and any covid safety measures) when seeking approval for the plans.

Please include all correspondence between July 1, 2020 and today.

Response

Attached is a copy of the information the Scottish Governement holds in relation to your request. You may find it helpful to know that engagement with UEFA on stadium operational matters is led by the Scottish Football Association on behalf of the Glasgow Local Organising Structure (LOS).

While our aim is to provide information wherever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) (personal information) of FOISA applies to that information.

An exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data of a third party, i.e. names and contact details of iindividuals, and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
