Exercise Silver Swan: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002


Information requested

The Scottish Government rehearsed for a flu pandemic in 2015 in an exercise called Silver Swan.  The subsequent Silver Swan report – Exercise Silver Swan Overall Exercise report April 2016 – was circulated in April 2016.   Under Freedom of Information legislation, please provide a copy of the above named report.  In addition, please provide Exercise Silver Swan Progress Review (6th December 2016).

Response

I enclose a copy of all of the information you have requested with the exception of a small amount of personal data which has been redacted under section 38(1)(b) of FOISA. For ease of reference this information is marked as [redacted].

This exemption applies to the names of junior Scottish Government and NHS officials who we consider would have a higher expectation of privacy than those officials at Senior Civil Service level. We have therefore determined that disclosing this information would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the "public interest test", so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
