Correspondence between Kate Higgins and Emma Harper MSP: FOI release

A copy of all correspondence between Scottish Government special adviser Kate Higgins and Scottish National Party back bench MSP Emma Harper between the dates of December 1st 2018 and July 19th 2018.

I have interpreted your request to mean between December 1st 2017 and 19th July 2018.  I attach a copy of the information you requested at Annex A.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under s.38(1)(b) applies to some of the information you have requested.  This exemption is not subject to the ‘public interest test’ so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
