6 Outcomes 1 & 2 considered jointly as measurement of the programme’s contribution to greenhouse gas emission changes was not feasible within the scope of this evaluation. However, evidence collected about the Hubs’ contributions to building community capability, strengthening local resilience and encouraging climate‑positive behaviours overlaps with indications of progress towards the potential for future emissions reductions.
