Health and social care - service renewal framework: equality impact assessment

The equality impact assessment (EQIA) carried out for the Service Renewal, a reform initiative aimed at transforming health and social care in Scotland, promoting a vision where individuals lead longer, healthier lives.


Background

Scotland’s health and social care system is facing significant challenges. This includes: shifting demographics, rising demand for services and increasing pressures on public finances. This has prompted the need for a change in how health and social care works in Scotland.

The SRF is one of three publications that set out the framework for this reform. The SRF builds on the Operational Improvement Plan (focused on short term improvements) and the Population Health Framework (focused on the long term).

The SRF is targeted at the medium and long term changes necessary to improve population health outcomes while ensuring that the pressure on public finances remains sustainable.

The Health and Social Care system impacts almost everyone in Scotland. In 2022/23 1 in 23 people in Scotland were reported as receiving social care support and/or services. This partial EQIA provides an overview of the SRF, while specific policies will undergo their own impact assessments (building on this one) where appropriate as they develop their collaborative plans.
