Equality impact assessment (EQIA) for amendments to the Renewables Obligation (Scotland) Order 2009.

Equality Impact Assessment for Renewables Obligation (Scotland) Order Amendment 2026

Title of policy:

Renewables Obligation (Scotland) Order Amendment 2026

Summary of aims and desired outcomes of Policy:

This Scottish Statutory Instrument (SSI) amends the index used to make inflationary adjustments to the Renewables Obligation Scotland (ROS) from the Retail Price Index (RPI) to the Consumer Price Index (CPI). The amendment is likely to generate savings within the energy system, which could be passed onto consumers through reducing the levy applied to bills. Any reduction in consumer bills is expected to be marginal, and therefore unlikely to have a significant impact on overall affordability.
