The response to the above referenced request includes an email chain discussing a paper on the in/for spending distinction in GERS, and the decision not to publish that paper alongside the GERS report. Please provide that paper, in its most up to date draft.

I enclose a copy of the information you requested. Please note that this is the most up to date draft, as requested. This is not a final document as there are too many data gaps to satisfy ourselves that it is ready for publication. I would advise against drawing any conclusions or quoting any figures from the draft as the analysis is incomplete.
