Draft marine and coastal restoration plan: partial business and regulatory impact assessment

This partial business and regulatory impact assessment (BRIA) was developed to accompany our consultation on the draft Marine and Coastal Restoration Plan

Section 5: Next steps and implementation

Recommendations/preferred options

Following the conclusion of this consultation process, Scottish Ministers will decide upon the final package of objectives and actions for inclusion in the plan.

Implementation considerations/plan

The final package of objectives and actions, as approved by Scottish Ministers, will be implemented by Scottish Government officials, key delivery partners such as NatureScot and Crown Estate Scotland, public bodies, as well as the restoration sector. The objectives and actions in the plan will not all be owned by the Scottish Government, and it is expected that there will be further engagement with members of the stakeholder advisory group to discuss implementation.

The objectives and actions within the plan will be achieved over differing timescales. Some actions have a relatively shorter implementation timescales, while others will be implemented over several years.

Post implementation review

It is intended that the plan will be reviewed on a five year cycle to assess progress against the objectives and actions. The review cycle will identify if objectives and actions have been achieved, if they remain appropriate and need to be in the next iteration of the plan, and if there are any additional objectives and actions that have been identified for inclusion in subsequent plans.

Declaration

I have read the Business and Regulatory Impact Assessment and I am satisfied that, given the available evidence, it represents a reasonable view of the likely costs, benefits, and impact of the leading options. I am satisfied that business impact has been assessed with the support of businesses in Scotland.

I am also satisfied that officials have considered the impact on consumers as required by the Consumer Scotland Act 2020 in completion of the Consumer Duty section of this BRIA.
