Cross-border Placement of Children (Requirements, Effect and Enforcement) (Scotland) Regulations 2026: practice guidance, notice and undertaking template

Guidance primarily for local authorities in England and Wales and Health and Social Care Trusts or Education Authorities in Northern Ireland which are involved in the placing of children into residential care homes and foster care in Scotland.


7. End of placement

Placing authorities must notify when a placement is due to come to an end, which may be because the young person is turning 18 or plans to return to their home nation (whichever comes first). This should be done by contacting all of the notified parties as set out in section 3.4 to let them know of the intention for the child to no longer be accommodated in Scotland and the date on which it is proposed the placement will end.
