Business support funding: Scotland-wide allocations

Since the start of the pandemic in spring 2020, over £4.7 billion in business support has been used to help mitigate the economic impacts of the virus.

This document provides Scotland-wide management information on the funds delivered up to mid-April 2022.

The table covers the vast majority of funds and was compiled from existing publications of funds. This may not include a smaller number of unpublished schemes. 

The total reported here includes several types of funding. It includes direct grants paid to businesses, as well as a small number of loans.

It also includes non-domestic rates (NDR) relief granted to businesses. The relief is included for up until March 2022 (the end of the financial year).

Footnotes

  1. £824m is the provisional net outturn for total expenditure on RHLA relief and the 1.6% Universal Relief. It should be noted that the £824m of relief that has been awarded to ratepayers via these Covid-19 related measures is greater than the net additional benefit to ratepayers, because covid-19 related relief expenditure will have, in part, displaced previously awarded reliefs that existed prior to 2020-21 (e.g. a property previously receiving 25% SBBS relief could have received 100% RHL relief automatically in 2020-21). It is not possible to quantify precisely the value of displaced relief expenditure.
  2. This is based on a snapshot of relief recipients as at July 2020 and includes premises owned by ratepayers that later repaid these reliefs to the Scottish Government. The Universal 1.6% relief was automatically awarded to every non-domestic property (>250,000 properties).
  3. As at 3/9/2021 the Scottish Government has received payments from relief recipients totalling £177.4m reflecting the support that was automatically provided through the RHLA relief and 1.6% Universal Relief in 2020-21 to these ratepayers. This total is likely to increase should the Scottish Government receive further payments from other relief recipients.
  4. The £712m figure for 2021-22 is an SFC forecasts as published on the 9th of December 2021 and will be subject to revision once final outturn data is available. £56m has also been estimated for 2022-23 but is not included in the above totals.
  5. This is based on a snapshot of relief recipients as at June 2021, further applications for RHLA relief are expected to be received and processed after this date and are not captured in the snapshot.
  6. Scheme is listed multiple times due to rounds of payments/grants.
  7. £1m of Scottish Government funds was allocated to the support scheme for self-catering businesses. This was topped up with £0.5m of visit Scotland funds to meet demand.
  8. contains a mix of grants and loans and paid across the financial year, totalling £59.7m.
  9. These funds were paid over the financial year- Restart Grants totalled £444.8m and Legal Aid Resilience and Recovery Fund totalled £2.3m.
  10. £80m for the Local Authority Covid Economic Recovery Fund has been transferred as a general revenue grant to local authorities (LA breakdown published in Annex G of Local Government finance circular under 'Business Support & Low Income Household'- see link below).
