CLD should maximise the positive impact it makes as part of Scotland's overall education and learning system.
Context
Learning: For All. For Life an Independent Review of Community Learning and Development (CLD) report was received in July 2024, outlining recommendations for 'CLD to be able to maximise the positive impact it makes as part of Scotland's overall education and learning system'.
Recommendations included establishing a joint CLD Strategic Leadership Group (SLG), who then approved the recommendation to develop and communicate a clear Statement of Strategic Intent for CLD (as part of a ‘logic model’) in April 2025.
The CLD Outcomes 2025 to 2028, drawn from the work undertaken on the logic model, were developed to provide a separate, high-level summary that sets a clear direction of travel for meaningful change across the CLD sector.
Vision
Community Learning and Development is a part of lifelong learning that empowers people and communities to participate in – and shape their own – learning and development within a collaborative, inclusive, learner-centred process.
Outcomes
Learners
Learners are aware of - and able to access - learning that enables onward progression.
Learners feel equipped to make informed choices and to understand and influence decisions that affect them.
Learners feel equipped to build relationships and connections.
Strategy and Leadership
Vision (for CLD) is clearly defined, owned and actively demonstrated by leadership.
Vision is consistently known and understood across the sector.
Short-term strategic Outcomes are clearly defined, prioritised and communicated across the sector.
Leadership is aware of their roles and accountability in achieving Outcomes.
Local Authorities and Third and Voluntary Sectors roles & responsibilities are clearly defined and understood.
Workforce
The workforce has a continuing entry of diverse staff and volunteers.
The workforce is aware of - and able to access career progression pathways.
Funding
Funding is invested in the right places, and aligned to current priorities.
