Community climate action hubs theory of change
This is the theory of change (ToC) for the Climate Action Hub programme. The Climate Action Hubs (climatehubs.scot) support communities to take local action to tackle and adapt to the changing climate. The ToC brings together shared activities, outputs and outcomes that the hubs are working towards.
Development of the Theory of Change
The ToC presented in this document builds on the early version developed and published in 2023. The development process was iterative and involved engagement through a series of workshops with Hub staff, key stakeholders and a Research Advisory Group made up of representatives from across key policy areas in Scottish Government linked to the Hub programme. This ensured the ToC was representative of the wide range of activities, ways of working, and outcomes the Hubs are working towards. During the workshops, stakeholders were presented with draft ToC’s which had been designed through a review of Hub documents, including quarterly and end of year reports. Participants were asked to share feedback on all elements of the ToC and the final version was revised and shared with participants to ensure it accurately represented the feedback received.
As this is a programme level ToC it brings together shared and overarching activities and outputs that the Hubs are working around. Not every Hub will be working towards every output and outcome area.
The rest of this document sets out the ToC for the Hub programme. This uses a ‘nested’ ToC model where an overarching, high-level ToC is followed by a series of more focused ToC’s which explore a specific thematic outcome(s) area the Hubs are involved in. These are:
- Outcomes 1 and 2: Community level adaptation and mitigation action
- Outcome 3: Influencing and Shaping policy
- Outcome 4: Inclusion, equality and diversity
- Outcome 5: Collective voice, vision and action
- Outcome 6: Scaling up action and economic sustainability
