Social Security (Miscellaneous Amendment) (Scotland) Regulations 2025: child rights and wellbeing impact assessment
This impact assessment considers impacts on children of removing Tax Credits as qualifying benefits for devolved benefits, updating Discretionary Housing Payments references in The Scotland Act (2018), changes to Scottish Child Payment, Carers Allowance and Young Carer Grants appeals regulations.

Issue or risk identified and relevant UNCRC requirement
While there is no identifiable risk from our actions, we carried out work to raise awareness of the move to Universal Credit for clients of Social Security Scotland who relied on tax credits for eligibility.
Action Taken
Social Security Scotland wrote to clients individually, as well as posting on social media platforms. Following feedback from stakeholders, communications were amended to include details about how clients could get independent advice around the change.
