This is the fourth document in the Building a New Scotland series which aims to give people the information they need to make an informed choice about Scotland’s future.

This paper sets out the Scottish Government’s vision for a modern constitution in an independent Scotland. It:

  • sets out why Scotland needs a written constitution
  • explains the benefits of having a constitution, including protecting the rights of people in Scotland
  • describes how people in Scotland would be involved in creating the constitution
