AUDIT SCOTLAND - BEST VALUE TOOLKITS

Audit Scotland has developed 18 Best Value toolkits to help their auditors form judgements when carrying out Best Value reviews or audits of public bodies. The toolkits take the form of structured key questions, with a matrix of possible levels of performance, ranging from basic to advanced practice.

The toolkits are not prescriptive as they recognise there are many ways in which different organisations achieve Best Value. Each toolkit is designed to be used either in its entirety or selectively. They may also be useful to Public Bodies in thinking through their own approaches to self-evaluation and continuous improvement. EFQM EXCELLENCE MODEL

The EFQM Excellence Model was developed by the European Foundation for Quality Management ( EFQM). It is widely used as a framework for continuous improvement activity by private, public and voluntary sector organisations.

PUBLIC SERVICE IMPROVEMENT FRAMEWORK

The Public Service Improvement Framework ( PSIF) is a self-assessment framework which enables organisations to conduct a comprehensive review of their own activities and results.
