Bairns' Hoose Pathfinder Phase – Research Report

This report shares key learning gathered as part of the Bairns' Hoose Pathfinder Phase in Scotland. The mixed-method research explores the operation of six Bairns' Hoose partnerships, highlighting successes and areas for development.

Appendix A: Research questions mapped onto research aims

Research question Research aims
How have local Bairns’ Hooses been initially operationalised and what changes, if any, have been made to the initial position and why? Identifying the starting position of partnerships in terms of organisational structures and collaboration; local workforce; local context and geography; and Standards implementation. Identifying the barriers and facilitators of setting up local Bairns’ Hooses.
How do the differences in geographical contexts (urban, rural, islands) affect the operationalisation of Bairns’ Hoose? What are the commonalities across areas, and where is there divergence? Understanding partnerships’ priorities and key actions during the Pathfinder phase: how have they been developed, how are they related to the local context; have these changed over the duration of this phase and how; what are the priority outcomes for the actions identified. Identifying the barriers and facilitators of setting up local Bairns’ Hooses.
What aspects of the Bairns’ Hoose have worked well since implementation (‘facilitators’) and why? Identifying the barriers and facilitators of setting up local Bairns’ Hooses.
Have there been any barriers or challenges encountered since implementation and was there anything that helped in overcoming them? Identifying the barriers and facilitators of setting up local Bairns’ Hooses
What type(s) of support has/have been helpful since the initial operation of Bairns’ Hoose and what type(s) of support, if any, could have helped during this initial implementation phase and moving forward? Identifying the barriers and facilitators of setting up local Bairns’ Hooses.
How have partners worked well together? What has worked well and what have been the challenges? Identifying the barriers and facilitators of setting up local Bairns’ Hooses - Multi-agency collaborative working.
What is the reported progress against the Standards across partnerships and how is it different from the StART1 analysis? Identifying the starting position of partnerships in terms of organisational structures and collaboration; local workforce; local context and geography; and Standards implementation. Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards.
Which Standards have been achieved during the Pathfinder phase and is there consistency across areas? Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards.
How are partnerships achieving the Standards? Is there variation in the ‘how’ across areas? Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards.
Which Standards have not been achieved yet and is there consistency across areas? Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards.
What are the main barriers in achieving the Standards in those areas and is there consistency in the reasons across areas? Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards. Identifying the barriers and facilitators of setting up local Bairns’ Hooses.
What learning can be drawn where Standards are achieved in some areas, but not others? Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards.
Are there any patterns in the achievement of Standards, for example in relation to area characteristics/other contextual factors? Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards.
How has funding been spent by the partnerships? Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards.
How has funding been distributed across the key partners? Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards.
Has there been any underspend and what are the reasons for this? Assessing the position of partnerships at the end of the phase in terms of implementation of planned activities and the Standards.
