Community engagement events for National Marine Plan 2: analysis and synthesis
This report presents findings and recommendations offered by contractors Howell Marine Consulting (HMC) to support the Marine Directorate in development of the National Marine Plan 2 (NMP2).

The community engagement events reviewed in this report provided valuable insights into the priorities and concerns of communities across Scotland.
Key findings highlight the need to:
- address the growing competition for marine space
- safeguard vital marine industries like fishing
- strengthen measures for environmental protection
- improve access to, and recognition of, the wellbeing benefits of the sea
- ensure meaningful community involvement in marine planning decisions
Participants expressed a strong connection to the marine environment, and a desire to have their voices heard in shaping its future.
The proposed policy ideas in the NMP2 PPS reflect many of these community concerns. However, attendees also raised important considerations about the practical implementation and impact of NMP2. The recommendations outlined above, focusing on both the content of NMP2 and future engagement strategies, are crucial for ensuring the updated marine plan effectively reflects community needs, and contributes to a sustainable and equitable future for Scotland's seas, aligning with the Scottish Government’s commitment to a just transition.
The feedback gathered underscores the importance of ongoing dialogue and collaboration between the Marine Directorate, stakeholders, and communities in the continued development and implementation of NMP2.
