Funding: Medication Assisted Treatment (MAT) Standards – North Ayrshire, South Ayrshire, East Ayrshire

I am writing to update and confirm the 2021-2022 Board allocation for MAT standards funding which should be used by NHS Ayrshire & Arran to support embedding of the MAT standards.

I am pleased to be able to tell you that Scottish Ministers are prepared to provide funding for the work as follows:

2021-22: £442,535

Background

The First Minister announced in January 2021, a new national mission to reduce drug related deaths and harms. The mission is being supported by a funding package of £50 million per year over 5 years and a breakdown of the funding package was communicated in a letter to Chief Officers, dated 18 August 2021. For embedding the MAT standards, the funding allocation was increased to a £6 million investment for financial year 2021-22 by the Minister for Drugs Policy in an announcement in December 2021.

Purpose of Funding

The outcome for this funding is to aid areas in embedding of all MAT standards by April of this year. Embedding of the standards forms the first phase of work and from April the next phase will be to fully implement standards 1 to 5, followed by 6 to 10.

The purpose of this funding is to front load each ADP for work already started in year 2021-22 for embedding the standards. It will also enable areas to begin the recruitment processes required for full implementation of the standards over the next 4 years and as detailed and agreed in Project Specification Documents.

Funding Breakdown

The allocation is intended to fund the following Alcohol and Drugs Partnerships for MAT standards of the totals listed below:

2021-22: North Ayrshire: £162,885

2021-22: South Ayrshire: £136,263

2021-22: East Ayrshire: £143,387

Governance

Embedding and implementation of the standards will be overseen by the MAT Implementation Support Team (MIST). MIST will be gathering evidence from all ADP areas to formally report on progress and a report will be published later this year.

Spend This Financial Year

This funding is provided for the current financial year (2021-22) and is aimed at meeting initial recruitment or commissioning costs incurred in respect of the Project Specification Documents being finalised with the MAT Implementation Support Team regarding the MAT standards. The funds should be used entirely for the purpose outlined above and should not be top sliced or used for any other purpose.

Where any residual funding remains at year end 2021-22, this should be carried in an earmarked reserve in line with usual accounting arrangements, and should be used before further MAT allocations are made in 2022-23.

Future Years Funding

This funding allocation is for financial year 2021-22 and forms part of a multi-year funding package for the MAT standards.

Part of that regular update will include progress being made as a result of funding and so the MAT Implementation Support Team will be able to advise on how to record progress of the work delivered by this funding. Recorded progress will be collected and monitored by the Drugs Policy Division as part of routine ADP reporting.

Payment

The funding allocation was processed by Health Finance and issued on 1 March 2022 as part of the allocation schedule for March.
