Adult learning disabilities - annual health checks - national data programme board - terms of reference


Context

Annual health checks for people with learning disabilities were introduced in Scotland on the 20 of May 2022. Health boards have received a share of £2 million annually, to support the roll-out of this initiative. The health checks have been introduced to help address the health and health care inequalities experienced by people with learning disabilities.

Each health board must offer an annual health check to all people with learning disabilities aged 16 and over in their area. The model of delivery is at the discretion of each health board, but the health check must be delivered by a registered nurse or medical practitioner. Health boards must:

  • use the Scottish Health Check for Adults with Learning Disabilities
  • compile and maintain a register of each eligible person
  • contact each eligible person at least two further times following initial contact if no response is received
  • provide an annual report to ministers (or when requested)

Remit

The group will:

  • develop and agree information governance arrangements for sharing data
  • agree core datasets for:
    • population ascertainment
    • recording and reporting health check outcomes
  • provide expert guidance to the Health Check Implementation Group
  • address challenges to implementation raised by the Health Check Implementation Group

Membership

Members have been selected to ensure representation of all Scottish health boards including expertise in data management, information governance and clinical coding.

The Board will have wider representation and input at its meeting from other relevant stakeholders.

Reporting relationships

The board will provide regular reports to the Health Checks Implementation Group

Operational arrangements

The Chair of the Data Board: Learning Disability Data Advisor, Learning Disabilities Team, Mental Health Directorate, Scottish Government.

The Board will be supported by the Learning Disabilities Unit, who will oversee project/programme delivery, reporting processes, record actions points and provide periodical updates to the Minister for Social Care and Mental Wellbeing.

Meetings will be held quarterly.

Duration of the Board

This will be reviewed on an annual basis.
