Learning disabilities: Coming Home Strategic Oversight Group

Overview

This group was established in 2026 following publication of the Coming Home action plan.

The plan was developed by the Scottish Government and COSLA to help address delayed discharges, inappropriate out-of-area placements, and improve community support for people with learning disabilities and complex support needs.

The group will support and oversee delivery of the action plan. Its role is to champion the Coming Home agenda; consider strategic issues arising from delivery and provide support, advice and constructive challenge on progress.

The group reports on delivery of the programme to Scottish ministers and COSLA through bi-annual governance meetings and will meet quarterly.
