Learning disabilities: Coming Home Delivery Group
Overview
This group was established in 2026 as part of the governance arrangements for the Coming Home Action Plan.
The plan was developed by the Scottish Government and COSLA to help address delayed discharges, inappropriate out-of-area placements, and improve community support for people with learning disabilities and complex support needs.
The group brings together nominated Coming Home Leads from integration authorities across Scotland to provide local leadership, coordinate implementation of the action plan, share good practice, identify barriers, and support delivery of better outcomes for people and families.
It meets quarterly and reports to the Coming Home Strategic Oversight Group, providing updates on progress, emerging risks, and areas requiring national action.
Members
Membership includes:
- a nominated Coming Home Lead from each integration authority
- COSLA and Scottish Government representatives
- representation from the Coming Home National Projects Group, as required
- the Scottish Commission for Learning Disabilities (SCLD), as hosts of the Lived Experience Hub
Other organisations and individuals may be invited to attend where appropriate, including Public Health Scotland and Independent Living Fund Scotland representatives. The group is chaired by Dr Anne MacDonald and supported by Scottish Government officials.
