Human rights: Incorporation and Implementation Oversight Board

Overview

This board was established in March 2025 and brings together representatives from civil society groups, public authorities, academia and representatives of the lived experience of rights holders.

Its role is to provide oversight and advice on activities to advance development of the proposed Human Rights Bill and take forward early rights implementation activity. Members receive updates on progress and provide feedback and advice to Scottish ministers. 

The group is chaired by Kaukab Stewart MSP, Minister for Equalities, and will meet quarterly until spring 2026.
