Minister for Equalities
Kaukab Stewart was appointed as Minister for Equalities in May 2024.
Responsibilities
These ministerial pages reflect the position at the start of the pre-election period, on 26 March 2026. A new ministerial team will be announced shortly after the Parliament selects its nominee for First Minister. Up to that point the previous ministerial team remains in post.
Supports the Cabinet Secretary for Social Justice.
Specific responsibilities are:
- displaced peoples
- diversity, inclusion and equalities; including disability, older people, women, gender, LGBTI, religion, race, and Gypsy Traveller community
- Equally Safe strategy
- faith and belief
- New Scots strategy
- population and migration (inc. Ministerial Taskforce on Population)
- refugees and asylum seekers
- social isolation and loneliness strategy
Biography
Kaukab Stewart was born in Pakistan and moved to the UK when she was six years old. She attended Bellahouston Academy in Glasgow, Moray House School of Education in Edinburgh and Napier University. Before being elected, she worked as a primary school teacher for nearly 30 years. She was elected to represent Glasgow Kelvin at the 2021 Scottish Parliament election. She was Vice Convenor of the Education, Children and Young People’s Committee before becoming Convenor of the Equalities, Human Rights and Civil Justice Committee. She is the first woman of colour in the Scottish Government.
Ms Stewart was appointed as Minister for Culture, Europe and International Development in February 2024.
