A letter from the Cabinet Secretary for Social Justice, Housing and Local Government to the stakeholder working group outlining changes to the licensing scheme.


Dear working group member

I am writing to you to draw your attention to the attached letter which I sent to the Scottish Parliament’s Local Government, Housing and Planning Committee on 7 October.  This letter explains the significant and pragmatic changes I propose to make to the Licensing Order to address issues raised with me during the 2021 consultation process.

I want to listen, be constructive and to get this legislation absolutely right.  I am grateful to working group members and others for their thoughtful suggestions to improve the legislation and I have listened.  My officials will continue to work through a range of other more technical comments and suggestions and they will be in touch where they need further clarification in respect of these.

I look forward to continuing to work constructively with you to finalise and implement the licensing scheme effectively.
