Scottish Green Public Sector Estate Decarbonisation Scheme Progress Report
A project progress report which includes details of projects that received capital grant funding through the Scottish Central Government Energy Efficiency Grant Scheme and Scotland’s Public Sector Heat Decarbonisation Fund.
Projects Completed in 2024/25
Project Title: Longstone Primary School Energy Efficiency and Renewables
Project Organisation: City of Edinburgh Council
Technology Type(s): Roof Insulation, Cavity Wall Insulation, Double Glazing, Solar PV
Location(s): Longstone Primary School, Edinburgh
Phase: 1
Grant Value: £339,255
Project Description:
This project involves energy efficiency upgrades and the installation of renewable technologies at Longstone Primary School in Edinburgh. It is a pathfinder project for City of Edinburgh Council which integrates the principles of deep retrofit with condition-based improvements and the outcome of this project will help inform future asset management works in the Council. The Scottish Government provided capital grant funding to enable a significant reduction in the building’s carbon emissions. This will be achieved through fabric first upgrades including roof insulation, cavity wall insulation and double glazing, as well as the installation of Solar PV. The measures installed are a pre-requisite for conversion to a clean heating system in order to achieve full heat decarbonisation at the site in the future. It is predicted this project will see annual energy consumption savings of 156,896kWh and annual savings of 25.39 tonnes of CO2 per annum.
Project Title: Glasgow Museum Resource Centre Energy Efficiency and Clean Heating
Project Organisation: Glasgow Life
Technology Type(s): Roof Insulation, External Wall Insulation, Double Glazing, Solar PV, VSDs, BEMS, ASHP
Location(s): Glasgow Museum Resource Centre, Glasgow
Phase: 1
Grant Value: £1,521,543
Project Description:
The Glasgow Museum Resource Centre decarbonisation project is a fabric first and clean heating project which received capital grant funding from the Scottish Government. The project implemented a package of heat loss improvement measures and replaced an existing polluting heating system with a high efficiency ASHP. The new heat pump has been enabled by electrical infrastructure upgrades throughout the building, implementation of BEMS and VSDs. The funding also supported the addition of on onsite renewable energy generation via the installation of a roof mounted Solar PV system which will assist in powering the new electrified heating solution sustainably. It is predicted this project will see annual energy consumption savings of 721,854kWh and annual savings of 156.53 tonnes of CO2 per annum.
Project Title: Lord Home Hall Energy Efficiency and Clean Heating
Project Organisation: Heriot-Watt University
Technology Type(s): Roof Insulation, Plant Insulation, Flow Restrictors, BEMS, Submetering, TRVs, Solar PV, ASHP
Location(s): Lord Home Hall, Edinburgh
Phase: 1
Grant Value: £1,029,546
Project Description:
Lord Home Hall was constructed in the late 1990's and is typical of several halls at Heriot-Watt University’s Edinburgh Campus. The Scottish Government provided capital grant funding for the University to undertake an energy efficiency and heat decarbonisation retrofit project at the site. The funding has supported increased roof insulation, domestic hot water demand reduction and the implementation of smart thermostatic control of local heat emitters. Existing gas boilers have also been replaced by a new ASHP system with electric boiler back-up. This project will make a valuable contribution to campus decarbonisation while acting as a pilot for a potentially scalable approach that is consistent with campus heat decarbonisation master planning. It is predicted this project will see annual energy consumption savings of 761,419kWh and annual savings of 158.90 tonnes of CO2 per annum.
Project Title: Auchtergaven Primary School Energy Efficiency and Clean Heating
Project Organisation: Perth and Kinross Council
Technology Type(s): Roof Insulation, BEMS, Heating Pipework Improvements, ASHP
Location(s): Auchtergaven Primary School, Perth
Phase: 1
Grant Value: £324,546
Project Description:
Auchtergaven Primary School is a Victorian building heated by oil fired plant, with hot water provided by electric immersion hot water storage cylinders and point of use electric. The Scottish Government provided capital grant funding for Perth and Kinross Council to install two ASHP at the site which will now feed the building alongside new associated heating circuits and heat emitters. The funding also supported roof insulation and draughtproofing throughout the building to reduce heat loss, as well as the installation of a new, comprehensive BEMS which allows for room by room control. It is predicted this project will see annual energy consumption savings of 385,179kWh and annual savings of 44.83 tonnes of CO2 per annum.
Project Title: Our Lady of Lourdes Primary School Energy Efficiency and Clean Heating
Project Organisation: South Lanarkshire Council
Technology Type(s): Roof Insulation, Cavity Wall Insulation, Double Glazing, Lighting Controls, BEMS, ASHP
Location(s): Our Lady of Lourdes Primary School, East Kilbride
Phase: 1
Grant Value: £1,200,000
Project Description:
The Scottish Government provided capital grant funding for South Lanarkshire Council to deliver retrofit works to Our Lady of Lourdes Primary School in East Kilbride. The school was constructed in 2000 as a pilot for South Lanarkshire Council’s Schools Modernisation Programme and this legacy will be carried forward through this Net Zero Schools Demonstrator project which was delivered alongside East Kilbride Community Growth Area to ensure anticipated increase in demand for school placements from new housing developments are satisfied. The school has benefitted from new double glazed windows, energy efficient lighting controls, enhanced roof and cavity wall insulation, installation of a remotely managed BEMS, and new ASHPs to replace existing gas-fired boilers. It is predicted this project will see annual energy consumption savings of 656,690kWh and annual savings of 48.56 tonnes of CO2 per annum.
