Welcome 

There was a quick introduction to start the meeting as everyone is familiar with each other. 

Previous minutes

The previous minutes were agreed from the 15 August 2024 with the exception of a slight typo flagged on page 3, Celsius to CELCIS, which was corrected. 

Previous actions update

Tom confirmed that all actions had been completed.

Project update 

Fiona advised on the final refinements to the document and the resolution of outstanding comments.

It was confirmed that the report would be sent to the governance group on 23 September 2024 and be shared with a select group under embargo conditions. 

The Youth Justice team were in the process of liaising with CYCJ Comms colleagues to determine the most effective comms approach—either through a news release or a proactive statement. 

It was confirmed the messaging would focus on welcoming the report, acknowledging the significant effort behind it, and outlining the timeline for the next phase of delivery.

CYCJ has confirmed that the report will be published on the morning of Friday, 27 September 2024, alongside their press release and official statement.

All stakeholders were encouraged to share and retweet CYCJ’s communications once they are issued.

On 26 September 2024 CYCJ, SG and providers would be meeting ahead of the publication.

Member feedback

Vivien proposed incorporating a quote from health.

A three-phase approach to delivery was set out:
•    Phase 1 – between now and 2025 – engagement on current and future needs
•    Phase 2 – 2025 to 2026 – sustaining and supporting current service delivery and moving into modifications and adaptations to current services and also looking at the roadmap for future transformation
•    Phase 3 – 2026 to 2030 and beyond, systemic and cultural vision transformation

Publication and dissemination plans 

•    20 September 2024 – final report to be submitted to the governance group 
•    27 September 2024 – official publication and launch 
•    Late September 2024 – dissemination of ministerially endorsed plans 
•    October–November 2024– potential webinar to follow publication

•    SG to share report with Scotland Excel 
•    Vivien will share with Chief Social work officers once it is published
•    Tom will share the report with Children’s Hearings Improvement Partnership and Youth Justice Improvement Board once published
•    Finalisation of comms plan of the embargoed copies
•    Ben to give quote for CYCJ news release
