Employment figures (headcount and full-time equivalent) for a subset of organisations in the devolved public sector in Scotland. Figures are presented at the level of individual organisations to improve understanding of the size and shape of public sector employment in Scotland, to strengthen the Scottish Government’s approach to pay and workforce management, and to align with the principles of Intelligent Transparency.

Data are presented on a quarterly basis from 2019 Quarter 1 (March) to 2026 Quarter 1 and are not seasonally adjusted.

Public sector organisation employment data are consistent with those used to produce Accredited Official Statistics  Public Sector Employment in Scotland, which presents data for both the devolved and reserved public sectors in Scotland. 

Organisations included in the publication are those classified to the devolved public sector in Scotland at 2026 Q1. These organisations have consented to having their individual headcount and full-time equivalent employment figures published by the Scottish Government.

Organisations for which the Scottish Government does not have consent to publish are excluded from the dataset. Additionally, data for a small number of organisations which did grant consent are suppressed, to prevent potential secondary disclosure of non-consenting organisations, through differencing against published category totals.
