Public appointment: Members reappointed to Tayside NHS Board

The Cabinet Secretary for Heath and Care Angela Constance MSP today announced the reappointment of Martin Black and Sam Riddell as Members of Tayside NHS Board. 

 

Members 

Martin Black previously worked in Strategic Planning and Community Learning and Development and has a passion in reducing inequalities in communities. He is skilled in engaging with community members and helping them to gain a voice. Martin's desire is to break down the barriers associated with substance use and addiction and at present he is the Alcohol and Drug Champion on the NHS Tayside Board which links to his role as Mental Health champion. His committee experience includes Audit and Risk, Population Health, Performance and Resource and Finance. He also has considerable knowledge of Health and Social Care Partnerships through his membership of Perth and Kinross and Angus Integrated Joint Boards.  

Sam Riddell has been involved in healthcare for over 50 years and uses this experience to scrutinise and support the work of NHS Tayside both now and in the future. He appropriately challenges plans and proposals to help the residents of Tayside receive the highest standard of healthcare and will continue to do so to assist the Board to deliver for Tayside and the wider region. 

 

Reappointment 

Martin’s reappointment will be for 4 years and will run from 1 October 2026 to 30 September 2030. 

Sam’s reappointment will be for 4 years and will run from 1 September 2026 to 31 August 2030. 

These reappointments are regulated by the Ethical Standards Commissioner. 

 

Remuneration 

These reappointments are part-time and attract a remuneration of £312 per day for a time commitment of 52 days per year. 

 

Other ministerial appointments 

Martin Black and Sam Riddell do not hold any other public appointments. 

 

Political activity  

All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.    

Martin Black and Sam Riddell have had no political activity within the last five years.

NHS Tayside is responsible for meeting the health needs and improving the health and wellbeing of over 400,000 people living in Tayside, and provides a comprehensive range of primary, community-based, and acute hospital services for the populations of Angus, Dundee City and Perth & Kinross.
