The Minister for Victims and Community Safety today announced the reappointments of Stuart Ballingall, Angiolina Foster and Paul Stollard, as Members of the Scottish Fire and Rescue Service Board.
Members
Stuart Balllingall has wide leadership experience from the Bank of Scotland and Tesco Bank, where he was involved in strategic planning and financial management. Throughout his career he has led a number of strategic change programmes. He is a member of the Institute of Chartered Accountants of Scotland and a Fellow of the Chartered Banker Institute.
Angiolina Foster is a highly respected public service leader, who has experience across local and national government, the third sector and the NHS. She has worked in a range of key policy areas including, health & social care, communities and housing and is a passionate believer in tackling the health inequalities existing in Scotland. Angiolina has served as Chief Executive of NHS24 and Healthcare Improvement Scotland. Angiolina is also a Trustee for Playlist for Life, a dementia music charity and volunteers with Yogability, In 2011, she was awarded a CBE for her contribution to Scotland’s public services.
Paul Stollard trained as an architect and is also a chartered engineer specialising in fire safety. He has run an architectural technology consultancy, worked in universities, and written a number of books on fire safety and architecture. He led the reform of the Scottish Building Standards and was also the Scottish Regional Director of the Health and Safety Executive. On behalf of Scottish Ministers he chaired the expert review panel into building fire safety standards following the Grenfell Tower tragedy. He is currently the Chair of the Trustee Board of the Institution of Fire Engineers.
Reappointment
These reappointments will be for 4 years and will run from 24 July 2025 to
23 July 2029.
These reappointments are regulated by the Ethical Standards Commissioner.
Remuneration
These reappointments are part-time and attract a remuneration of £321.87 for a time commitment of up to 5 days per month.
Other ministerial appointments
Angiolina Foster is Chair of Public Health Scotland for which she receives remuneration of £311 per day, for a time commitment of 3 days per week.
Stuart Ballingall and Paul Stollard do not hold any other public appointments.
Political activity
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.
Stuart Ballingall, Angiolina Foster, Paul Stollard have had no political activity within the last five years.
