Public appointment: members reappointed to Lanarkshire NHS board

The Cabinet Secretary for Health and Social Care, Humza Yousaf MSP today announced the reappointment of Mr Brian Moore and Dr Lesley Thomson QC as Members of Lanarkshire NHS Board.

Members

Mr Brian Moore qualified as a social worker in 1980 and has had a 39 year local authority career with considerable experience of social care and social work services as a practitioner and senior manager. In May 2017 he retired from the position of Chief Officer for Inverclyde Health and Social Care Partnership. In September 2018 he was appointed to the position of non-executive member with NHS Lanarkshire. Brian’s working career has been based mainly in the West of Scotland but he also worked for a period in Liverpool. His management and leadership roles have provided significant experience of organisational change, community engagement, service developments and improvements, partnership working and making best use of available resources. Brian was appointed to the position of Chair of the State Hospital Board for Scotland in July 2021.

Dr Lesley Thomson QC is the former Solicitor General for Scotland, with over 35 years in Law. She graduated in law from Glasgow University in 1979 and worked as a Solicitor in industry before joining the prosecution service in 1985. During her time as a Procurator Fiscal she worked in many locations across Scotland and prior to being appointed Solicitor General in 2011 was the Area Procurator Fiscal for Glasgow. She is experienced in government, governance, public sector strategy, working with the third sector and serving the public interest. She has held a non-executive role for eight years with the Scottish Rugby Union, including Chair of the Audit and Risk Committee and Chair of the Inclusion and Diversity Committee and has increased her skills in Finance and Board room / employee inclusion. Lesley is currently Vice Chair at NHS Lanarkshire. 

Reappointment

The reappointments for Mr Brian Moore and Dr Lesley Thomson QC will be for four years and will run from 1 September 2022 to 31 August 2026.

The appointments are regulated by the Ethical Standards Commissioner.

Remuneration

The reappointments are part-time and attract a remuneration of £8,930 per annum for a time commitment of one day per week.

Other ministerial appointments

Mr Brian Moore is Chair of the State Hospitals Board for Scotland, for which he receives a remuneration of £27,830 per annum for a time commitment of three days per week.

Dr Lesley Thomson QC does not hold any other public appointments.

Political activity

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. 

Mr Brian Moore and Dr Lesley Thomson QC have had no political activity within the last five years.
