Public appointment: Members reappointed to Greater Glasgow and Clyde NHS Board

The Cabinet Secretary for Health and Social Care, Neil Gray MSP today announced the reappointment of Michelle Wailes and Dr Paul Ryan as Members of the Greater Glasgow and Clyde NHS Board.

Members

Michelle Wailes is a Fellow of the Institute of Chartered Accountants in England and Wales with over 20 years’ experience in the professional and financial services industries and the public sector. She started her career with PricewaterhouseCoopers, working in the Government and Public Sector team. During this time she was engaged on the delivery of statutory audit services, internal audit services and specialist advisory projects across a wide range of public and private sector bodies in Scotland and the South East of England. She then spent over a decade working at the Clydesdale and Yorkshire Bank Group where she gained extensive experience in internal audit, risk and corporate governance.

Dr Paul Ryan is Chair of the Board’s Clinical and Care Governance Committee. He has recently taken over as Chair of Glasgow City Integrated Joint Board. Paul qualified in Medicine in 1979, and after initial hospital training spent 40 years in general practice, predominantly in Northeast Glasgow, retiring from clinical practice in 2022. He is a previous chairman of both the Glasgow Local Medical Committee and West of Scotland Faculty of Royal College of General Practitioners, whilst also serving on national committees. Paul is a Fellow of the Royal College of Physicians and Surgeons of Glasgow and the Royal College of General Practitioners and hopes to continue to bring his experience in primary and community care and clinical governance to the Board.

Reappointment

These reappointments will be for four years and will run from 1 June 2025 to 31 May 2029.

These reappointments are regulated by the Ethical Standards Commissioner.

Remuneration

These reappointments are part-time and attract a remuneration of £13,780 for a time commitment of 52 days per year.

Other ministerial appointments

Michelle Wailes is a Board Member of the Scottish Canals Board, for which she receives remuneration of £240 per day, for a time commitment of 24 days per year. She is a Board Member of Scottish Qualifications Authority, for which she receives remuneration of £235 per day, for a time commitment of 23 days per year. Michelle is also a member of the Police Investigations and Review Commissioner Audit and Accountability Committee, for which she receives £200 per day for a time commitment of four meetings a year.

Dr Paul Ryan does not hold any other public appointments.

Political activity

All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.   

Michelle Wailes and Dr Paul Ryan have had no political activity within the last five years.

Background

NHS Greater Glasgow and Clyde is the largest health system in Scotland and one of the largest in the UK.  It is responsible for meeting the health needs of around 1.14m people living in the area and provides a comprehensive range of community and hospital based services for the population.
