Public appointment: Members reappointed and extended to the Mobility and Access Committee for Scotland

Public appointments news release.


The Cabinet Secretary for Transport, Fiona Hyslop MSP, today announced the reappointment of Lynsey Shovlin and the extension to the appointment of Michael Tornow as Members of the Mobility and Access Committee for Scotland. 

Members 

Lynsey Shovlin is motivated by her lived experience of a non-apparent disability and is committed to improving accessibility and inclusion in transport. With experience across the public, private and third sectors, Lynsey brings expertise in project management, stakeholder engagement and appraisal. Aa a Level 1 Social Value Practitioner, she is skilled in embedding and evaluating wider social, economic and community benefits in policy and delivery. Beginning her career as a ScotRail apprentice, she combines practical insight into passenger issues with a strategic perspective on inclusion and governance. 

Michael Tornow has contributed to the Committee’s work on rail, active travel, and travel to healthcare.  Michael has lived experience of travelling with a disability as he is blind, has a guide dog and has a significant hearing impairment. Michael also works as a Senior Health Improvement Officer at Public Health Scotland.  He has qualifications including a Masters in Equality and Human Rights. 

Reappointment/Extension 

Lynsey Shovlin’s reappointment is for four years from 1 October 2025 to 30 September 2029. Michael Tornow’s extension is for six months from 1 October 2025 to 31 March 2026.

The reappointment and extension are regulated by the Ethical Standards Commissioner. 

Remuneration and time commitment 

Members receive £178.92 per day.  Lynsey Shovlin’s time commitment is between 30-48 days per year and Michael Tornow’s time commitment is up to 18 days per year. 

Other Ministerial appointments 

Lynsey Shovlin and Michael Tornow do not hold any other public appointments. 

Political activity 

All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. 

Lynsey Shovlin and Michael Tornow have had no political activity within the last five years. 

Background 

The Mobility and Access Committee for Scotland (MACS) works to ensure that disabled people can travel safely, independently, and with dignity. As an independent advisory committee, they provide guidance to the Scottish Government and Transport Scotland on transport policy, accessibility improvements, and the impact of legislative changes. By engaging with Ministers and stakeholders, MACS advocates for a transport system that removes barriers and enables full participation in all aspects of public life for disabled individuals.
