Public appointment: Members appointed to the Community Justice Scotland Board

The Cabinet Secretary for Justice, Neil Gray MSP, today announced the appointment of Katherine Graham and Stephen Wishart as Members of Community Justice Scotland.  

Members 

Katherine Graham is a senior technology and transformation leader with extensive experience delivering large-scale change across banking, cyber security, people technology, and governance. She served as Head of Technology (HR CIO) and Head of Security Services at NatWest Group and is a Fellow of the Chartered Institute of Personnel and Development (FCIPD) and a Certified Technology Business Management Executive (CTBME).  

Alongside her executive career, Katherine holds several non-executive and board roles, bringing expertise in governance, digital innovation, organisational strategy, and responsible leadership. She previously served on the board at Forth Valley College, and at the Chartered Banker Institute, and is currently on the Board and governing Council at the Law Society of Scotland and is a board member and trustee at Scottish Autism. She is passionate about helping organisations ethically and sustainably transform and feels fortunate to be able to contribute to the effective governance and support of Scottish public institutions. 

 

Stephen Wishart has had many years of professional and personal experience  across housing, homelessness, addictions, mental health and criminal justice. He has been involved in various policy developments including that of the Dual Housing Support Fund and the Community Justice to Residential Rehabilitation pilot, both of which are currently funded by Scottish Government. His professional and personal experience brings a valuable perspective to the Board of Community Justice Scotland. 

Appointment 

These appointments will be for 3 years and will run from 15 October 2026 to 14 October 2029. 

This appointment is regulated by the Ethical Standards Commissioner. 

Remuneration 

This appointment is part-time and attracts a remuneration of £271 per day for a time commitment of 20 days per year. 

Other ministerial appointments 

Katheine Graham and Stephen Wishart do not hold any other public appointments. 

Political activity  

All appointments are made on merit, and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.    

Katherine and Stephen have had no political activity within the last five years.  

Background 

Community Justice Scotland, established in April 2017, plays a central role in the continual improvement of Scotland’s justice system. Its role is key to Scottish Ministers’ wider approach to justice and penal policy. Community Justice Scotland is responsible for monitoring, promoting, and supporting improvement in the provision of community justice services (its functions are set out in full in Section 4 of the Community Justice (Scotland) Act 2016). It provides advice to Scottish Ministers, Justice delivery organisations and local government leaders to strengthen how public services, third sector and other partners work together to prevent and reduce further offending.
