Public appointment: Members appointed to Golden Jubilee NHS Board

The Cabinet Secretary for Health and Social Care, Neil Gray MSP today announced the appointment of David McClelland and Steve Plummer as members of the Golden Jubilee NHS Board.

Members

David McClelland is an internationally experienced business leader with specific expertise in the areas of operational leadership, performance improvement, business transformation and workplace culture development. He has spent the last 20 years working in the Life Science sector, where he has supported companies in the development, manufacture and delivery of numerous cutting-edge therapeutics. In recent years, his executive roles have focused on company development and strategic planning. David is currently the Interim Chief Operating Officer at Symbiosis Pharmaceutical Services; a leading Contract Manufacturing Organisation based in Stirling. He is passionate about using the skills developed in the private sector in diverse settings and, in recent years, has served on the Board of two children’s healthcare charities: Glasgow Children’s Hospital Charity and Hi Scotland. He has also served on the Council of Directors at Glasgow Chamber of Commerce.

Steve Plummer has nearly 30 years of experience at board level across a variety of SME companies. For the last seven years, he has been a Trustee of Turning Point Scotland, Scotland's leading independent community care charity, recently completing a two-year term as chair of the board. His career has centred around digital technologies with a particular focus on Digital Transformation strategies and road mapping over the last 10 years. With over 45 successful projects under his belt Steve brings a wealth of expertise in this area. More recently Steve worked inside the Scottish Government's CivTech programme, delivering Technology Innovation projects across a range of subjects including ecology, forestry, health, AI and big data.

Appointment

The appointments will be for 4 years and will run from 01 October 2025 to 30 September 2029.

The appointments are regulated by the Ethical Standards Commissioner.

Remuneration

The appointments are part-time and attract a remuneration of £14,352 for a time commitment of 52 days per year.

Other ministerial appointments

David McClelland and Steve Plummer do not hold any other public appointments.

Political activity 

All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.   

David McClelland and Steve Plummer have had no political activity within the last five years.
