Public appointment: Member appointed to Borders NHS Board

Public appointments news release.


The Cabinet Secretary for Health and Social Care, Neil Gray MSP today announced the appointment of Jacqueline Pepper as a Member of the Borders NHS Board. 

Member 

Jacqueline Pepper has held director roles with responsibility for integrated health and care, education and children services and as a local authority Chief Social Work Officer. As head of strategic inspection, she led the independent scrutiny of services for children and justice with the Care Inspectorate and multi-agency child protection arrangements across Scotland with HMIE. Jacqueline has also held a number of professional and managerial roles in social work and children's services in a number of local authorities in Scotland and Wales. Jacqueline brings strong analytical skills, experience of self-evaluation to drive continuous improvement and professional leadership. She is passionate about co-production and ensuring people’s voices are at the heart of organisations. 

Appointment 

This appointment will be for 4 years and will run from 01 November 2025 to 31 October 2029. 

This appointment is regulated by the Ethical Standards Commissioner. 

Remuneration 

This appointment is part-time and attracts a remuneration of £14,352 for a time commitment of 52 days per year.

Jacqueline Pepper does not hold any other public appointments. 

Political activity  

All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.    

Jacqueline Pepper has had no political activity within the last five years.  

Background 

NHS Borders is responsible for meeting the health needs and improving the health and wellbeing of around 118,900 people living in the Borders, spread over 4,723 square kilometres of town, village and rural communities.  NHS Borders provides a range of health and social care services which includes acute, mental health, primary and community services.
