Public appointment: Chair appointed to Orkney NHS Board

The Cabinet Secretary for Health and Care, Angela Constance MSP, today announced the appointment of David Campbell as Chair of the Orkney NHS Board.

Chair

David has served as a Non-Executive Director on the NHS Orkney board for eight years, with particular focus on finance, audit and applying a strong understanding of the local community.

Alongside this, he brings wider experience in governance, community engagement and project delivery through his roles in business and a community consultant specialising in housing and capital funding for communities, with a focus on relationships and solutions.

His work across the private, public and third sector has strengthened his ability to build effective partnerships and deliver sustainable outcomes.

He has also contributed to several voluntary boards, reinforcing his commitment to robust governance and community-led decision making.

Having grown up in Orkney, he is deeply committed to the wellbeing of the islands and to ensuring that services reflect the local needs and priorities.

Appointment

This appointment will be for 4 years and will run from 20 April 2026 to 19 April 2030.

This appointment is regulated by the Ethical Standards Commissioner.

Remuneration

This appointment is part-time and attracts a remuneration of £ £56,472 per year for a time commitment of 3 days per week.

David Campbell does not hold any other public appointments.

Political activity

All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.   

David Campbell has had no political activity within the last five years.

Background

NHS Orkney is the smallest territorial health Board in Scotland and is responsible for the health care of the population of Orkney, which is made up of approximately 21,500 people. They employ around 620 staff and provide a comprehensive range of primary, community-based and acute hospital services.
