Proposed Amendments to Scottish Planning Policy. – Key Agencies Group Statement

Thank you for the opportunity to provide feedback on the proposed amendments to Scottish
Planning Policy.

The Key Agencies Group (KAG) strongly support a plan led system underpinned by sound
evidence. We believe that the development plan system is the most efficient and effective
way to achieve sustainable development and ultimately deliver places that support Scotland’s
National Performance Framework outcomes in a way that addresses the Climate Emergency
and biodiversity decline. We therefore welcome your clarification of the policy intentions
underpinning certain paragraphs in Scottish Planning Policy included within this consultation.

Moving forwards we are keen to work with you to implement further appropriate changes to
Scottish Planning Policy, or any other measures, that would support the primacy of the
development plan.
