Sets out the area-based limits on the price of homes that can be bought under the Open Market Shared Equity scheme.
The Open Market Shared Equity Scheme (OMSE) helps people from qualifying priority groups to buy a home they otherwise would not be able to afford.
There are thresholds on the price of properties that can bought in each OMSE area.
The current limits are set out in the table below.

Setting price thresholds
In urban areas:
- thresholds are based on the lower 25% of house prices
- this is calculated for properties with the same number of apartments in each area
In rural areas:
- the middle (median) house price is used instead
- this ensures enough available properties within commuting distance
- areas are classified using the Randall definition of urban/rural
How thresholds are calculated
1. Using 2015 to 2016 data, property prices were matched with bedroom numbers.
2. For later years, prices were adjusted based on local house price inflation.
3. An estimate for 2025 to 2026 price changes has been included.
4. All thresholds are rounded up to the nearest £5,000.
