Offshore and energy sector meetings: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004.


Information requested

  1. Which companies in the offshore and energy sectors Richard Lochhead, former Minister for Just Transition, Employment and Fair Work, met between August 2022 and March 2023.
  2. Any prepared briefings and the meeting notes for the above meetings with companies in the offshore and energy sectors.

Response

1. Most of the information you have requested is available from Ministerial engagements, travel and gifts - gov.scot. This includes all ministerial engagements and visits from 2022. Under regulation 6(1)(b) of the EIRs, we do not have to give you information which is already publicly available and easily accessible to you in another form or format. If, however, you do not have internet access to obtain this information from the website(s) listed, then please contact me again and I will send you a paper copy.

Below I have detailed the ministerial engagements/visits Mr. Lochhead the former Minister for Just Transition, Employment and Fairwork had with companies representing offshore and energy sectors between January - March 2023. They are as follows:

January – March 2023:

  • 9th February – The Minister met with Opportunity North East, Energy Transition Zone and the Net Zero Technology Centre, discussing Just Transition and the next phase of the Just Transition fund.
  • 21st February 2023 – The Minister attended SBCC SME Net Zero Hub launch event, with EY and Scottish Power representatives in attendance.
  • 2nd March 2023 – Mr Lochhead visited South of Scotland Enterprise in Dumfries and chaired a roundtable discussion that included representatives from Carbon Capture Scotland, and visited Cochran Ltd on site.
  • 16th March 2023 – The Minister chaired a CBI round table event, which included representatives from with Centrica Energy, Equinor UK LTD, Scottish Power and SEC.
  • 21st March 2023 - Mr Lochhead attended the Scottish Renewables Net-Zero Dinner and spoke to representatives from EDF Renewables, Scottish Renewables and EY.
  • 22nd March 2023 –The Minister delivered a speech to the Scottish Renewables Conference, and participated in a panel discussion with representatives from Scottish Renewables, EDF Renewables and Ripple Energy.

2. While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exception(s) under regulation(s) Regulation 10(4)(e) Internal communications, Regulation 10(5)(f) Third Party Interests & Regulation 11 Personal data of the EIRs applies to parts of that information. The reasons why that exception(s) applies are explained in the Annex to this letter.

I have enclosed copies of this information attached to this letter. The exceptions listed above have been applied to this information and redacted accordingly.
