NHS Grampian: independent review

Independent review of NHS Grampian’s leadership, finances and cost-saving opportunities following escalation to stage 4 intervention status.


NHS Grampian was put on stage 4 of the NHS Scotland Support and Intervention Framework in May 2025 due to serious financial problems. This escalation gives the Board extra support and oversight to address financial risks.

As part of this support, we commissioned an independent review (diagnostic report) into NHS Grampian leadership, governance and finances. KPMG was selected through a competitive tendering process.

The review made a number of recommendations relevant to these issues. NHS Grampian will use these findings to develop an improvement plan which will be monitored by an assurance board.
