On 4 July 2019, the Cabinet Secretary for Health and Sport announced that the opening of the newly built NHS Lothian Royal Hospital for Children and Young People was to be postponed due to issues identified with the air ventilation system at the Hospital.

The Cabinet Secretary took the decision after final safety checks which revealed that the ventilation system within the critical care areas of the Hospital required further work in order to meet national standards.

NHS National Services Scotland instructed KPMG LLP to independently establish the facts surrounding the decision to delay the move to the Hospital.

The focus of the review has been to establish what decisions were made by NHS Lothian in relation to the air ventilation issues and any other material issues that led to the delay.

The estimated cost of producing this report is £400,000.
