About the scheme
The Home Energy Scotland (HES) Grant and Loan Scheme helps eligible homeowners pay for energy efficiency improvements and clean heating systems.
Applications and claims
When a homeowner has been referred to apply to the scheme by Home Energy Scotland, there are two stages. First, they submit an application to request funding before any work takes place. Once the work has been completed, they submit a claim to receive the agreed payment.
Processing time and the 10 working day target
The scheme is run by the Energy Saving Trust (EST) on our behalf. EST aims to process all applications and claims within 10 working days of receiving all required documents. This target applies to processing time only – the time EST spends reviewing and making a decision.
Sometimes an application or claim is put ‘on hold’ because documents are missing or incomplete. When this happens, EST contacts the applicant and waits until the missing information is provided before continuing. Time spent on hold is not counted towards the 10 working day target, as EST cannot progress the application or claim until the required information is received.

The attached spreadsheet shows monthly data from April 2025 to January 2026, covering:
- applications that were put on hold at some point during processing
- applications that were not put on hold
- claims that were put on hold at some point during processing
- claims that were not put on hold
