Single Building Assessment information: EIR release

Information requested

1. You asked which Property Managers (Factors) have requested financial assistance regarding the introduction of the Single Building Assessment in Scotland and how much financial aid they have each received.

2. You also asked what the current state of play is in Scotland with regard to replacing External Wall Safety certificates with the SBA.

Response

1. On 25 March 2025, Scottish Ministers launched the Single Open Call, which enabled residential property owners or their representatives to submit expressions of interest to the Cladding Remediation Programme, identifying buildings that may require assessment. The Single Open Call closed on 31 March 2026. The Cladding Remediation Programme carries out initial checks on the expressions of interest received to determine whether the buildings are likely to be eligible for funding for a Single Building Assessment (SBA). Thereafter offers of funding may be issued by Scottish Government.

The following 11 factors have been offered Scottish Government funding for an SBA through the issue of a grant offer letter:

Of these, two have submitted claims to Scottish Government and therefore have received funding for an SBA; Managing Estates Ltd have received £5,600 and Miller Property Management have received £28,947.

2. An EWS1 (External Wall System) form and a Single Building Assessment (SBA) serve different purposes.

An EWS1 was developed by the UK lending industry to support mortgage valuation and lending decisions, and its use is not controlled by Scottish Government.

An SBA is undertaken in line with the Housing (Cladding Remediation) (Scotland) Act (2024) and consistent national standards, providing a comprehensive assessment of the whole building rather than a single apartment.
