Project Gigabit In Scotland Lot 5 information: FOI release
Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
- Please provide a list of actual UPRNs that will receive public subsidy intervention delivered by GoFibre under Lot 5 of PGiS.
- Please provide a list of UPRNs which were in scope in the PGiS Lot 5 tender but have been excluded from the awarded contract with the reason why they were excluded (i.e. commercial build planned, too expensive etc).
- Please describe what happens if a commercial provider builds to premises that are included in the GoFibre contract: prior to GoFibre's build, during GoFibre's build and after GoFibre's build.
- Please provide a list of retail ISPs using the (wholesale) GoFibre network to provide retail level competition, and any price controls to ensure that GoFibre do not act in a monopolistic way if they are the only provider in an area offering gigabit services.

Please find provided alongside this letter a CSV file titled: “DCDTS-2092_FOI_120526_202600516639_Project_Gigabit_In_Scotland_Lot_5_all_public_subsidy_prems.csv”.
The file contains the current list of UPRNs which cover all the premises either built or planned to be built by GoFibre during the Lot 5 contract as of the 3rd of June 2026.
- Please provide a list of UPRNs which were in scope in the PGiS Lot 5 tender but have been excluded from the awarded contract with the reason why they were excluded (i.e. commercial build planned, too expensive etc).

The file contains the current list of UPRNs which are not currently planned by GoFibre or are included under another contract such as R100 as of the 3rd of June 2026.
Please note, under Section 17 of the Freedom of Information (Scotland) act we are unable to provide some of the information requested as it is not held by the Scottish Government. The information regarding: "... the reason why they [UPRNs] were excluded ...". The Scottish Government is not provided with reasoning as to why GoFibre have not chosen to build to a particular premises. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not hold the information you have requested.
- Please describe what happens if a commercial provider builds to premises that are included in the GoFibre contract: prior to GoFibre's build, during GoFibre's build and after GoFibre's build.
Where a commercial supplier builds to a premises that has been included in the contract (but not already built) then the premises may be descoped if the connection delivered is gigabit-capable. This will allow the funding to be refocused on premises not already included in the build plan. There are no actions taken where a commercial builder builds to an area post GoFibre build. Build plans are reviewed and updated on a regular basis in response to Scottish Government Open Market Reviews (OMR).

Under Section 17 of the Freedom of Information (Scotland) Act we are unable to provide some of the information requested as it is not held by the Scottish Government. We do not hold a list of retail ISPs that are utilising the GoFibre network. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not hold the information you have requested.
For pricing controls and promoting competition, as part of the Contract Terms and Conditions GoFibre are required to provide Wholesale open access to give opportunities for competition to other ISPs in the area.
The Wholesale open access requirements are governed by Building Digital UK (BDUK) - part of the Department for Science, Innovation and Technology (DSIT) - who monitor the funding provided under the Gigabit Infrastructure Subsidy (GIS) scheme.

In addition BDUK undertakes a UK wide Benchmarking exercise on an annual basis with all suppliers who have secured contracts under the GIS scheme. This exercise is to ensure that any pricing elements are provided on an equitable basis.
