Information requested
"Please provide the following recorded information relating to WM001-GM/2026/5569 on the A74(M):
- What works are being carried out at this location by Transport Scotland
- Please provide any plans and reports for the works being carried out.
- Time Period: June 2025 to 8 April 2026"
Response
As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.
This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.
Response to your request
1. "what works are being carried out at this location by Transport Scotland "The ongoing works on the structure (Gretna Loaning) form part of Major Maintenance Mechanical Bridge Joint replacement programme for 2026. Please see Annexes A and B to this response for details of the planned schedule of works.
The works are being carried out to stop water ingress into the abutment galleries, details of the existing condition are contained in the Principal Inspection Report attached.
The works are undertaken during off peak traffic flows (overnight) as single lane working is required to protect the workforce undertaking the work. Single lane working during the day is not permitted due to the volume of traffic using the motorway during the day.
The works commenced on 7 April 2026, permitted working hours are from 21:00 to 06:00 and are due to end at 06:00 on 14 April 2026. The works consist of the replacement of 2x BEJ joints.
The reference number relates to the Traffic Scotland CMS and the SRWR system, (WM001- GM/2026/5569). This reference does not have any other works associated with the motorway prior to the 7 April 2026.
The works are managed on Autolink’s behalf by Sir Robert McAlpine who are our Routine Operations and Maintenance Contractor (ROM).

An exception under regulation 11(2) of the EIRs (personal information) applies to some of the information requested because it is personal data of a third party and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exception is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exception.
