Reports and communications relied upon in preparing the Islands Communities Impact Assessment for SP Bill 77: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.

Information requested

All evidence, reports, and expert opinions relied upon in preparing the Islands Communities Impact Assessment for SP Bill 77, including the evidence base for the statement that the bill may lead to a rise in underground or unregulated practices in island communities.

Response

I enclose a copy of the information you have requested.

An exemption under section s.38(1)] of FOISA (personal information) applies to some of the information you have requested, namely relating to names and email addresses of members of staff. This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.

You will see that some information has been redacted from individual documents as it is out of scope of your enquiry.

Although this is outwith the scope of your request, you may also be interested to know that the Island Communities Impact Assessment also took account of responses to the question in the Scottish Government’s public consultation on the regulation of non-surgical cosmetic procedures which asked:

  • What are your views on how the introduction of licensing and regulation of the nonsurgical cosmetics sector in Scotland might affect access to safe, highquality services in island communities?

The responses to the consultation from individuals and organisations where consent was given for publication are available here.
