Response

Background

• SCIEG was first established as a time-limited group (January 2014-February 2015) to explore the need for introducing regulation to cosmetic procedures in Scotland following the publication of the Keogh Review in 2013. This is referred to as Phase One.
• Between 2017 and 2022 SCIEG members met to review the regulation of non-surgical cosmetic procedures. This is referred to as Phase Two.
• SCIEG was formally reconvened in November 2023 following analysis of the Scottish Government’s 2020 consultation on the regulation of non-surgical cosmetic procedures. This is referred to as the current SCIEG. It last convened in May 2025.

• The full list of members of the current SCIEG, together with their affiliations, are published online at: https://www.gov.scot/groups/scottish-cosmetic-interventions-expert-group/ 
• The membership of the SCIEG during Phase One and Two are released in Appendix A with the following redactions under FOISA Section 38(1)(b): the names of Scottish Government officials under Senior Civil Service (SCS) grade as per corporate policy and the names of external attendees in non-senior roles and where consent to publish SCIEG membership is not in place.

Declared interests of each member at each meeting

• Two members of the current SCIEG have declared interests and the remainder have returned a nil declaration.
• Declarations of interest were included as a standing agenda item during Phase One and from 21 November 2017 during Phase Two and are noted with redactions in Appendix A.
• Written declarations of interest were introduced from 23 October 2018 and are noted with redactions for Phase Two in Appendix A.

Terms of reference

• The remit of SCIEG during Phase One is provided in Appendix B.
• The original Terms of Reference for SCIEG were revised in March 2024 and the updated remit is provided in Appendix B.

Meeting minutes

• All other minutes are provided in Appendix C. Two meeting minutes are not available and these are annotated in the table in Appendix A.
