NHS Scotland staffing and on-site medical prescriber requirement: FOI release

Information requested

1. All documents (briefings, emails, minutes, analyses) that consider the impact of requiring a prescriber to be on‑site for non‑surgical aesthetic procedures on (a) NHS Scotland staffing levels; (b) the availability of prescribers in primary care and hospital settings; and (c) waiting times or service provision within the NHS.

2. Any risk or impact assessments which refer to statements made by, or evidence from, Professor David Sines or the JCCP on this issue.

3. The most recent version of any formal impact assessment relating to prescriber availability linked to SP Bill 77.

Response

Regarding your first question, I enclose a copy of some of the information you requested, in electronic form.

When considering the involvement of prescribers in the context of the Non-surgical Procedures and Function of Medical Reviewers (Scotland) Bill, the Government has focussed on their inclusion for safety reasons and concerning regulation around the use of prescription only medicines.

While our aim is to provide information whenever possible, the Scottish Government does not have some of the information you have asked for under your second and third question.

In conducting searches through our records, we did not identify any risk or impact assessments which refer to statements by Professor Sines or the Joint Council for Cosmetic Practitioners (JCCP), nor is there an impact assessment covering prescriber availability specifically.

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have some of the information you have requested.
